Level 1, Level 2 and Level 3 processing are a set of descriptors that define the type of data needed to handle credit cards, business cards, corporate cards, p-cards and government cards. Each level requires an additional set of data to be inputted to process transactions.
Level 2 and 3 transactions are perceived as more secure due to the additional data points required to process at this level. The largest interchange savings are seen in level 3, which is the level with most data required to process a transaction. Interchange savings are larger at these levels because they have a lower risk of being charged back. Although it sounds complicated, level 2 and 3 data for payment processing is adding data points to card transactions.
Most level 3 merchants handle large business to business (B2B) and government transactions (B2G). By processing credit card payments with level 2 or level 3 data, merchants can save substantially on interchange rates. Typically, saving up to 1% per transaction.
